激发乡土人才活力 助力乡村振兴实施--芜湖市乡村人才队伍建设探析

Stimulate the Vitality of Rural Talents and Facilitate the Implementation of Rural Revitalization:Analysis on the Construction of Rural Talent Team in Wuhu City

习近平总书记高度重视乡村振兴人才工作,指出乡村振兴,人才是关键。芜湖市针对乡村人才队伍建设中人才数量和质量相对较低;人才流失严重,乡村对人才返乡缺少吸引力;人才队伍结构欠优等实际情况,采取了建立培育制度,开创农业"宜学"平台;争取政策扶持,打造农业"宜业""宜创"空间;突出能力培养,加快培育农村技能人才;建立实训基地,提供"双创"空间等一系列举措,并取得一定成效。新形势下,应进一步加强乡村人才队伍建设,建议从建立多元化人才培养机制;创新精准科学的农村人才评价机制;实施灵活有效的人才激励机制、完善人才培育扶持政策、实施乡村人才"学历提升计划"等方面入手。

CPC General Secretary Xi Jinping attaches great importance to the work concerning talent-training for rural revitalization.He points out that talents are the key to rural revitalization.Aiming at such problems as low quantity and quality of rural talents,serious outflow of talents,lacking attraction of rural areas and less suitable structure of talent team,Wuhu Municipal Government has adopted a series of measures including establishing the training system and agricultural learning platform,seeking the supporting policies to create the space for agricultural employment and entrepreneurship,highlighting capability-training and speeding up the training for rural skilled personnel,as well as building practical bases to provide space for innovation and entrepreneurship.These measures have proved to be effective to some extent.In the new paradigm,it is necessary to further strengthen the construction of rural talent team,which is recommended to be implemented from such aspects as diversifying the talent-training system,innovating targeted and scientific rural talent evaluation system,carrying out effective talent-stimulating system in a flexible way,improving the policies supporting talent-training and putting"the plan for promotion of rural talents’academic degrees"on effect.
