中国重点技术领域基础研究成果转化效率评估 被引量:7

Assessment of transformation efficiency of basic research results of essential fields in China

摘要 针对当前基础研究成果转化效率评估中成果范围界定模糊,转化后产出质量评价指标不全面,难以确立基础研究成果转化效率路径的问题,提出了结合基础研究-技术研发关联度、技术领域专利质量的LQ-E基础研究成果转化效率评估模型,并对中国重点技术领域基础研究成果转化效率进行评估,通过与美国、日本的对比,发现问题并提出成果转化效率提升路径。研究表明:(1)中国重点技术领域整体基础研究成果转化效率落后于美国、日本,呈现的主要问题是基础研究成果转化不畅,技术后续发展能力不足;(2)中国农业领域、制造与工程领域提升成果转化效率的路径是,跟踪前沿科技与热点主题,优先强化基础研究与技术研发的关联;(3)中国能源领域、网络信息领域的提升路径是,用专利质量全面提高,带动成果转化效率的提升;(4)中国材料领域的提升路径是,发掘新的基础研究主题,通过合作研发创造更多的成果转化机会,并保持专利高质量态势。 Because of the fact that the main way of assessing transformation efficiency of basic research results is not accurate on choosing basic research results nor detailed on evaluating output quality of transformation of basic research results,which cannot help to form the path of enhancing the efficiency.Consequently,this paper introduces LQ-E assessment model for assessing transformation efficiency of basic research results,which combines measurement of linkage between technology development and basic research as well as patent quality of technology fields.This assessment model analyses transformation efficiency of basic research results of essential technology fields in China based on assessment of transformation efficiency and compares transformation efficiency of basic research results of essential technology fields in China with that of America and Japan.In addition,based on the result of assessment and comparison,the LQ-E assessment model for assessing transformation efficiency of basic research results forms advice of the path of enhancing the transformation efficiency of basic research results of essential technology fields in China.The results of this paper show the following things:(1)Transformation efficiency of basic research of various technology fields in China are lower than that of America and Japan due to the shortage of transformation of basic research results and subsequent development of technology of China;(2)Technology fields of China like agriculture,manufacturing contain the technical themes that need to strengthen linkage between basic research and technology development firstly,so as to follow the frontier and hotspot of technology;(3)Technology fields of China like energy,network of China contain the technical themes that need to improve overall patent quality in order to lead the improvement the overall transformation efficiency of the technology fields;(4)Technology fields of China like material need to search for emerging technical themes for basic results transformation to keep strengthening the linkage between basic research and technology development while maintaining current patent qualities.To do this,cooperation between companies and research institutes need to be strengthened.
