中欧班列开通能否推动区域创新效率的提升 被引量:19

摘要 自"一带一路"倡议提出以来,中国与沿线国家之间技术创新要素加速流动,对中国创新发展产生重要影响。本文采用2008-2018年地级市面板数据,基于多期双重差分模型,考察"一带一路"倡议背景下中欧班列开通对区域创新效率的影响效应。研究显示:中欧班列开通对区域创新效率具有积极效应,平均提升了9.81%;区位与经济异质性检验发现,区域创新效率提升在中部和西部地区更为显著,且集中在大型城市、中型城市和非资源型城市;机制检验发现,中欧班列开通通过城市创新效应、产业结构效应和资源再配置效应等渠道推动区域创新效率提升;拓展性检验发展,中欧班列开通并未引致开通地区与周边地区的创新资源虹吸效应,而且中欧班列开通对省内地区和省外邻近地区产生广泛的创新效率溢出效应。本文揭示了中欧班列开通对区域创新效率的影响机制,对于深化"一带一路"倡议背景下基础设施互联互通,构建"双循环"新发展格局具有一定现实意义。 Since the belt and initiative was proposed,the technological innovation elements between China and the other countries have accelerated flow,which has a significant impact on China’s innovation driven development.This article discusses the regional innovation efficiency of CR-express train by means of Time-varying DID under the background of the Belt and Road based on the data of cities in China from 2008 to 2018.The results showed that:CR-express train significantly promoted the regional innovation efficiency,with an average increase of 9.81%.The heterogeneity test found that the improvement of regional innovation efficiency was more significant in the central and western regions,and concentrated in large cities,medium-sized cities and non-resource-based cities.The mechanism test found that CR-express train promoted the regional innovation efficiency through urban innovation effect,industrial structure effect and resource reallocation effect The CR-express train does not lead to the siphon effect of innovation resources between the operational areas and the surrounding areas,and CR-express train has a wide range of innovation efficiency spillover effects on the provinces and neighboring areas.The article reveals the influence mechanism of the CR-express train on regional innovation efficiency,which is of practical significance for deepening the infrastructure interconnection and establishing the"Dual Circulation"development pattern under the background of the Belt and Road.
