Community Resilient Governance Based on Blockchain Technology:Application and Prospect

韧性作为社区善治的解题意蕴,尚未在治理主流视野中建构起理论维度与实践进路,区块链技术的嵌入或许能够提供更具可操作性的理论和实践框架。提炼区块链治理的韧性逻辑,以此为基础围绕结构、过程、能力以及文化四个方面构建区块链赋能社区韧性治理的技术路径,凭借区块链的去中心化结构、共识机制、点对点传输技术等助推形成基于协同与冗余的多中心共治结构,适应性循环治理过程,并强化治理主体的反思与学习能力,重塑社区共同体文化。而区块链技术驱动社区韧性治理体系变革的多重价值亦为我国治理转型提供了更多路径与可能。区块链技术应用社区韧性治理的限度问题,是技术善治之道的关键。

Resilience is a solution to good community governance.However,there has not yet been a theoretical dimension or a practical approach of resilience in the mainstream perspective of governance.The embedding of blockchain technology may provide a more operable theoretical and practical framework.This paper distills the resilience logic of blockchain governance,and builds the technical path of resilient governance of blockchain-empowered communities around the four aspects of structure,process,capability and culture.With the help of the decentralized structure,consensus mechanism and point-to-point transmission technology of the blockchain,a multi-center co-governance structure based on collaboration and redundancy is formed to adapt to the circular governance process,enhance the reflection and learning ability of the governance subjects,and reshape the community culture.The multiple values of blockchain technology driving the transformation of community resilient governance system also provide more paths and possibilities for China’s governance transformation.Finally,this paper further discusses the limit of the application of blockchain technology in community resilient governance,which is also the key to good governance of technology.
