以大国财政理念引领人民币国际化新格局

Using the Idea of Great Country Finance to Guide the New Paradigm of RMB Internationalization

在当前国际格局和经济形势发生调整变化、全球治理体系发生深刻变革的环境下,大国财政对人民币国际化的重要意义日益凸显,稳健的财政状况、充足的财政政策空间、特定领域的财政支出及国债市场发展都增加了人民币资产的吸引力,提升了人民币的国际地位。为此,应发挥财政作为国家治理基础和重要支柱的作用,以大国财政理念为指导,更好地支持人民币国际化。一方面,将人民币国际化纳入财政政策制定的考量因素;另一方面,完善财税体制改革,推动国债市场国际化,增加在政府投资和采购、国际产能合作、对外援助中人民币的使用。

Under the big background that world pattern,economic situation and the global governance system changes,the importance of the Great Country Finance to the RMB internationalization has become increasingly prominent. The strong fiscal position,sufficient fiscal policy room,financial expenditure in specific fields and the development of treasury market,all make RMB assets more attractive and enhance the international status of RMB. Therefore,we should make the best use of finance as the foundation and important pillar of national governance system,take the idea of Great Country Finance as guidance to better support the internationalization of RMB. On the one hand,take RMB internationalization into consideration when formulating fiscal policy;on the other hand,we should improve the reform of the fiscal and taxation system,promote the internationalization of the treasury bond market,and increase the use of RMB in government investment and procurement,international production capacity cooperation,and foreign aid.
