摘要
公路路线比选方案安全性评价是公路项目安全性评价工作中的重要组成部分,是通过定性及定量方法比较各方案的安全性,给出最优推荐方案。为实现公平、客观及全面的安全评价,避免不同评价单位及评价人员因自身水平及经验限制得出不同的评价结论,在大量实践基础上提出了公路路线比选方案安全性评价指标体系,并在此基础上构建出模糊综合安全评价模型,进一步通过实际案例验证了指标体系及评价模型的有效性。研究成果能够为路线比选方案的安全性评价提供方法指导,并将支撑《公路项目安全性评价规程》(T/CECS G:E10—2021)相关系数。
In order to recommend a preferred highway route proposal with the best traffic safety performance,alternative proposals with the same level of details are compared qualitatively and quantitatively for safety audit.To obtain fair,objective and comprehensive audit results,and avoid inconsistent conclusions drawn by different units and auditors,a unified evaluation indicator system and a fuzzy comprehensive safety evaluation model were proposed.To demonstrate the effectiveness,the proposed method was applied in one highway alternatives audit and a reliable alternative audit result was produced.The model will be a safety comparison method cited by Technical Specifications for Highway Safety Audit(T/CECS G:E10-2021).
