基于全周期治理理念的广东连南瑶族自治县自然灾害的治理

On the Management of Natural Disaster in Liannan Yao Autonomous County

连南瑶族自治县是广东少数民族主要聚居地之一。自然灾害频发,容易影响当地社会生产、社会生活。经过深入广东连南瑶族自治县对自然灾害治理的实地调研,发现当地具体做法取得了一定的成效,但是也在一定程度上存在灾前预警不完善、灾中应急响应不够及时、灾后重建恢复不够细致等问题,建议进一步完善前期预警准备工作、优化灾中能动应急和促进灾后绿色重建,推动连南经济社会可持续发展。

Liannan Yao Autonomous County is one of the main inhabited areas of ethnic minorities in Guangdong Province.The frequent occurrence of natural disasters is easy to affect the local social production and social life.Based on the field investigation of natural disaster management in Liannan Yao Autonomous Region of Guangdong Province,this paper summarizes and investigates the local disaster management situation,analyzes the local specific practices and the specific results achieved.It also points out that there are some problems,such as the imperfect pre-warning,the untimely emergency response in the disaster,and the non-meticulous post-disaster reconstruction and recovery.It is suggested to improve the pre-warning preparation,optimize the active emergency response in the disaster,and promote the post-disaster green reconstruction,so as to promote the sustainable economic and social development of Liannan.
