Study on the Coal Development and Historical Experience of the Border Region Government during the Full-Scale War of Resistance

抗战全面爆发后,中国共产党领导的敌后抗日根据地的矿业开发面临诸多困难,严重影响到对敌斗争和民生日用。边区政府采取一系列措施,促进了根据地矿业的恢复和发展,为夺取抗战的最终胜利作出了积极的贡献。中共在根据地的矿业政策,始终把生产力发展与生产关系变革结合起来,把经济发展与人的素质提高结合起来。中国共产党在这一时期的一系列实践,是把马克思主义的基本原理与根据地的实情相结合的成功典范,其坚持“劳资两利”、加强劳动立法、发挥工会协调作用和塑造工人阶级品质的历史经验,至今仍然有现实意义。

After the outbreak of full-scale war of resistance against Japan,the mining development of the anti-Japanese base area behind the enemy lines,led by the Communist Party of China(CPC),faced many difficulties,which seriously affected the struggle against the enemy and the people's livelihood.The CPC and the Border Region Government adopted a series of measures,promoted the restoration and development of the mining industry,and made positive contribution to the final victory of China’s war of resistance against Japan.The mining policy raised by the CPC on the base areas always combines the development of productivity with reform of production relation and integrates economic development with the improvement of human quality.The series of practice of the CPC in this period served as successful model of combining basic principle of Marxism with the authentic situation of the base areas.Its historical experience such as to benefit both labor and capital,to strengthen labor legislation,to play the coordinating role of the labor union and to shape the quality of working class still has its practical significance.
