北方小微河流入河排污口设置论证要点探讨

Discussion on Demonstration Points of Sewage Outfall Setting of Small and Micro Rivers in North China

该文以农安县垃圾填埋场积存渗滤液入河排污口设置项目作为实例,设置论证报告的主要内容:入河排污口设置论证范围、水域管理要求和现有取排水情况、入河排污口设置可行性分析、入河排污口设置对水功能区的影响,以及对生态环境、地下水、有利害关系的第三者权益影响分析进行论证。建设项目入河排污口设置论证工作的开展,为行政部门审批及建设单位合理设置排污口提供科学依据,为同类企业入河排污口设置的论证分析提供理论指导。

This paper takes the project of setting the sewage outlet into the river for the accumulated leachate of Nong'an landfill as an example,the main contents of the setting demonstration report are as following:the demon‐stration scope of the sewage outlet into the river,the water area management requirements and the existing water intake and drainage,the feasibility analysis of the sewage outlet into the river,the impact of the sewage outlet on the water functional area,as well as the impact analysis on the ecological environment,groundwater and the rights and interests of interested third parties.The development of the demonstration of the setting of sewage outlets into the river of the construction project provides a scientific basis for the approval of the administrative department and the reasonable setting of sewage outlets by the construction unit,and provides theoretical guidance for the demonstra‐tion and analysis of the setting of sewage outlets into the river of similar enterprises.
