国家治理能力现代化视野下的智库话语体系研究

Research on the Discourse System of Think Tank from the Perspective of Modernization of National Governance Capacity

[目的/意义]智库在国家治理和公共政策决策过程中发挥着咨政辅政、平衡分析、引导舆论和公共外交的功能。智库因理论和实践的优势已经成为国家治理过程中不可替代的创新来源。培育并构建科学有效、富有特色智库话语体系,促进中国特色新型智库理论规范化建设,对于提升国家治理能力和国际影响力意义深远。[方法/过程]本文以当代中国发展的现实逻辑和中国治国理政的制度体系为理论基础,提出中国特色新型智库话语体系是运用智库思维和智库逻辑实现问题解决和话语表达的一种模式,其构成要素主要包括话语主体、话语主题、话语形式和话语传播。[结果/结论]智库话语离不开智库实践,智库实践根植于中华大地。本文从智库产品、智库专家和智库机构三个层面,思考通过打造优质智库产品、培养智库明星专家以及开设海外分支机构等多样化方式,助力智库机构在全球话语体系中寻找新的生长点,顺势而为,将发展优势转化为话语优势,并参与全球治理。

[Purpose/significance]In the process of national governance and public policy decision-making,think tanks play the roles of consulting and assisting politics,balancing analysis,guiding public opinion and public diplomacy.They have become an irreplaceable source of innovation in the process of national governance for their theoretical and practical advantages.An effective and distinctive think tank discourse system and the promotion of the standardized construction of new type think tank theory with Chinese characteristics are of far-reaching significance to the improvement of national governance capabilities and international influence.[Method/process]Based on the realistic logic of contemporary China’s development and the institutional system of China’s governance,this paper puts forward that the new think tank discourse system with Chinese characteristics is a mode of problem-solving and discourse-expressing using think tank thinking and think tank logic,and its constituent elements mainly include discourse subject,discourse theme,discourse form and discourse communication.[Result/conclusion]Think-tank discourse is inseparable from think tank practice,while think-tank operation is rooted in the vivid practice of China.The article proposes building high-quality think tank products,cultivating think tank well-known experts,and opening overseas branches to help think tank institutions looking for new growth points in the global discourse system,taking advantage of the trend to transform development advantages into discourse advantages,and participating in global governance.
