中国特色新型科技智库建设的思考

Thoughts on the Construction of New Science and Technology Think Tank with Chinese Characteristics

[目的/意义]在国家实施创新驱动发展、建设科技强国的战略背景下,建设好中国特色新型科技智库尤为重要。其中,根据国家重大战略需求和全球工程科技发展态势,科学合理布局科技智库的研究方向、创新智库研究方法显得更为重要。[方法/过程]本文系统地梳理了学术界关于科技智库内涵的阐述,立足科技智库服务于国家科技发展战略需求的大局,从中国特色新型科技智库的功能和定位着手,对科技智库研究方向布局、智库项目研究团队组建和研究方法、项目管理、评价体系建设进行了深度分析。[结果/结论]结合科技智库特点,本文针对科技智库建设提出以下建议:要从学术研究思维转向决策咨询思维,解决决策过程中的认知和判断问题;在研究体系建设上,应以"针对性、前瞻性、储备性"为原则,面向国家决策、科技前沿、产业发展三大研究方向分级、分类部署;在研究过程中,要高度重视实地调研的作用;在智库项目管理上,应结合自身特点进行改进与创新;在构建科技智库及项目评估体系时,应着重考虑成果采纳、学术引领等因素。

[Purpose/significance]In the context of China’s strategy of innovation-driven development and building a science and technology power,it is particularly important to build new science and technology think tanks with Chinese characteristics.According to the major strategic needs of the country and the development trend of global engineering science and technology,it is even more important to scientifically and rationally arrange the research direction and innovate the research method of think tank.[Method/process]In this paper,the connotation about the science and technology think tank in the academic world is systematically combed.Based on the fact that science and technology think tanks serve the national strategic needs of science and technology development,and from the perspective of the functions and positioning of the new science and technology think tank with Chinese characteristics,this paper makes an in-depth analysis of the research direction layout,project research team formation,research methods,project management and evaluation system construction of science and technology think tanks.[Result/conclusion]Combining with the characteristics of science and technology think tank,this paper puts forwardthe the following suggestions:The construction of science and technology think tank should change from academic research thinking to decision-making consulting thinking,so as to solve the problems of cognition and judgment in the decision-making process;in the construction of research system,based on the principle of “pertinence,foresight and reserve”,the research system of science and technology think tanks with Chinese characteristics are divided into three research directions,which are facing the country,the future and the industry;In the process of research,the role of investigation should be attached with great importance;project management should be improved and innovated according to its own features;the factors such as the results adoption and academic leadership that should be considered in the construction of scientific think tank and project evaluation system.
