国际形势变化下南北协同开放路径研究

Study on the Path of the North-South Integrated Opening under the Changing International Situation

南北方对外开放是以各区域开放基础和定位为前提的,并不存在明显分化趋势,但南北方对外开放差距也客观存在。在加快构建新发展格局的时代背景下,推动南北协同开放是完善国内循环和国际循环联动机制的应有之义。当前,国际经济增长格局重塑、产业分工体系调整、贸易投资环境变化给南北方开放带来重大挑战,但危机中也孕育了新机。南北方应在共同促进跨境贸易便利化、延链强链形成开放新优势、联手提升规则制定主导权三方面率先突破,协同构建更高水平开放型经济新体制。

Opening-up of North and South China is based on the different regional opening foundations and conditions,which has no obvious differentiation,but the opening gap between North and South China does exist.Under the background of accelerating the construction of a new mode for development,pushing forward North-South integrated opening will properly improve the linkage mechanism with the internal circulation and external circulation.At present,factors such as reconfiguration of world economic growth,adjustment of industry division system and change of trade and investment environment pose great challenges to the opening-up of North and South China,but the challenges also bring new opportunities.North and South China should take the lead and make breakthroughs in jointly facilitating cross-border trade,creating new opening advantages through extending and strengthening the value chain and cooperatively enhancing dominance of the regulation formulation,and then collaborate to establish a new system for higher-level open economy.
