论新时代县乡村治理的责任共同体

On the Responsibility Community of Governance of County, Town, Village in the New Era

县域治理是国家治理的基础,乡村治理现代化关系到国家治理现代化总目标的实现。在当前县乡村治理的场域内,国家、县、乡镇、村干部和村民等主体发生了关键互动。国家对县乡村治理从单纯的结果控制转向结果、过程的双重控制。县乡之间讨价还价的利益关系日益缩水,责任关系日渐突显;乡镇丧失了对村干部进行动员的利益机制,也要通过责任来动员村干部;村民不够信任村干部,倒逼乡村干部不断加强责任意识。在治理任务政治化、治理行为规范化、治理监督常规化和治理参与私利化等机制的作用下,县乡村结构成乡村治理的责任共同体。县乡村治理的责任共同体表现出很强的国家性,但要相应增强乡村治理的乡土性。

County governance is the foundation of state governance,and rural governance modernization is related to the realization of the overall goal of national governance modernization.In the current rural governance area,the state,county,township,village cadres and villagers and other subjects have undergone key interactions.The relationship between the state and the county shifts from simple result control to double norms of results and processes.The interests of bargaining between county and townships are shrinking,and the relationship of responsibility is increasingly prominent;townships also lost the interest mechanism for mobilizing village cadres,and they also mobilize village cadres through responsibilities.Villagers do not trust the village cadres,but force the village cadres to constantly strengthen the sense of responsibility.Under the mechanism of politicization of governance task,standardization of governance behavior,regularization of governance supervision and privatization of governance participation,county,township and villages becomes the responsibility community of rural governance.The responsibility community of county,township and village governance shows a strong national character,but should strengthen the local character of village governance accordingly.
