Global Artificial Intelligence Governance Guided by the Vision of the Community of a Shared Future for Mankind:Real Dilemma and Chinese Approach

作为引领未来的战略新兴技术,人工智能既推动人类科技革命和产业升级,也为人类社会带来新的安全风险。鉴于人工智能日益呈现出跨国家、跨文化和跨领域的全球化属性,应对这一技术的挑战并非取决于单一个体,需要从全球层面搭建人工智能的治理架构。然而,目前国际社会围绕治理的主体机制、技术监管、价值逻辑及模式方法等问题存在的争议及其所引发集体行动力的缺失,构成了全球人工智能治理的现实困局。中国提出的人类命运共同体理念勾画出人类未来的发展方向,为应对人类过度使用和滥用新兴技术带来的风险提供了一种新的路径。通过构建以多元主体、透明监管、包容价值和广泛方法为核心的人工智能综合治理体系,该理念可在弥合现有分歧及引领未来发展方面发挥关键作用,为全球人工智能治理贡献中国方案。

As the strategic emerging technology leading future,artificial intelligence is both promotes the scientific and technological revolution and industrial upgrading of mankind,also brings new security risks for the human society.Given the nature of globalization of trans-national,trans-cultural and trans-field of artificial intelligence,addressing the challenges of technology does not depend on a single individual,and objectively requires countries from the global level to build a basic framework of governance of artificial intelligence.However,there are disputes in the international community about governance of subject mechanism,technology supervision,value logic and model method that triggered the lack of collective action by the international community which constitute the real dilemma of global artificial intelligence governance.The vision of the community of a shared future for mankind sketches out the direction for the future of human beings,and provides a new approach to address the risks posed by the overuse and abuse of emerging science and technology.By building a diversified subject,transparent supervision,inclusive value and extensive method,which constitute comprehensive artificial intelligence governance system,the vision can play a key role in bridging existing differences and guiding future development,providing a Chinese approach to global artificial intelligence governance.
