As a part of Xi Jinping's thought on the rule of law,Xi Jinping's concept of virtue and law has a rich content,rigorous logic and complete system.It is not only a summary of social and historical experience,but also gradually developed on the basis of a deep understanding and grasp of the laws of governance."Rule of law"and"rule of virtue",as an important means of national governance,complement each other and reveals a cooperative strength.Xi’s morality of governance as the practice crystallization of national governance meets the needs of current development of the whole country.This paper,through the analysis of theory logic,value logic and reality logic,analyzes the formation logic of rule of law and rule by virtue,so as to comprehensively understand and grasp the rich connotation of Xi’s morality and governance.
