基层警民沟通能力提升路径研究

A Study on Methods of Improving Grass-roots Police Communication Ability

提升基层警民沟通能力是完善基层警务实践、加强基层社会治理、保障警民和谐关系的迫切需要。当前,在警民沟通中仍存在不善于运用群众语言、沟通不及时、民警不愿不敢与群众沟通等问题,这主要是一些民警沟通能力有所欠缺、警民之间沟通互动不足造成的。公安工作必须实现从“单打独斗”到合作共赢的转变。就警民沟通来说,要以理念更新为先、主动沟通为要、加强沟通技巧培训、摸透群众心理以及从认知层面、实践层面全面构建警民沟通体系,实现警民高效沟通,进而提高基层治理现代化水平。

To improve grass-roots police communication ability is urgently needed in improving grass-roots police practice,strengthening grass-roots social management,safeguarding harmonious police-people relationship.At present,in communication between police and people,there are still problems such as not being good at using language of the masses,not timely communicate and reply,and police are unwilling or dare not to communicate with the masses,which is caused by lack of communication and interaction between police,the masses as well as police and people.Public security work must be transformed from“fighting alone”to win-win cooperation.As for police-people communication,it is necessary to update concept first,communicate actively,strengthen trainings of communication skills,understand psychology of the masses,and construct police-people communication system comprehensively from the cognitive and practice level,realize the efficient communication between police and people for the purpose of improving the modern level of grass-roots management.
