摘要
在美日印澳中,一直以来对四边合作的态度有所保留的似乎是印度,日本与澳大利亚都是美国的盟友,因此在四边合作成为同盟之前,Quad实际上更多表现为美日澳+印,外界普遍认为印度一直对参与四边合作有所犹豫,因为害怕失去战略自主。从印度领导人的发言表态中似乎也能够证实这一点。但是,客观来看,这是一种误解,2007年四边安全合作对话的出现,印度是主要推手,只是它在战略模糊的使用上较为高明,使外界误认为印度在推进地区同盟出现方面显得比较保守。以现在的视角来看,印度的"印太战略"逐渐走出模糊区,与美日澳结盟的态势已经日益清楚。而且从印度对印太的定位来看,也证实印度非但不排斥印太的概念,也不排斥四边合作机制,相反持比较积极的态度。2021年的两次首脑峰会在形式上体现了印度的印太战略从战略模糊到结盟化的结果。尤其是以2021年9月24日四国第二次首脑峰会为标志,表明印度在与美日澳形成同盟方面已经下定决心,值得中国引起高度重视。
Among the United States,Japan,India and Australia,it seems that India has always had reservations about the Quad.The statements made by the Indian leaders seem to be able to confirm that India is not the only one following the United States.Objectively,this is a misunderstanding.In the emergence of the Quad security cooperation dialogue in 2007,India was the main driving force,but its strategic vague use was more clever,making the outside world mistakenly believe that India is conservative in advancing the emergence of regional alliances.From the current perspective,India's Indo-Pacific strategy has gradually moved out of the fuzzy zone,and the situation of alliances with the United States,Japan and Australia has become increasingly clear.On the contrary,it takes a more positive attitude.The two summits in 2021 have embodied the result of India's Indo-Pacific strategy from strategic blur to alliance.Especially marked by the second summits of the four countries on September 24,2021,it shows that India has made up its mind to form an alliance with the United States,Japan and Australia,and deserves China's attention.
