摘要 为了加快满足人民群众对美好生活的向往与自然优美环境、生态产品的诉求,推进国土空间生态修复治理体系能力现代化水平进程,为美丽中国和社会主义现代化强国建设提供国土空间生态修复全业务链的科技支撑,针对目前我国在国土空间生态修复工作中存在的诸多问题,通过分析新时代构建国土空间生态修复智慧监管平台系统的独有属性,采用综合分析与系统阐述的方法,以创新引领、问题、目标与需求导向为原则,搭建起“五层四级多用”的智慧监管平台系统,以空地移动、地面移动和公众参与监管系统为辅助系统,形成“天上看、空中拍、地上查、平台管”的整体监督监管合力,为国土空间生态修复监管信息化建设提供支撑和服务。 In order to accelerate the pace of meeting the people's hope for a better life and their demands for beautiful natural environment and ecological products,promote the modernization of the capacity of the territorial space ecological restoration and governance system,and provide scientific and technological support for the whole business chain of territorial space ecological restoration for the construction of a beautiful China and a modern socialist power,we analyze many problems existing in China's territorial space ecological restoration and the unique attributes of building a territorial space ecological restoration smart supervision platform system in the new era,and using the method of comprehensive analysis and systematic elaboration and the principle of innovation guidance,problems,objectives and demand orientation as the principle,build a"five-tier,four-level and multi-purpose"smart supervision platform system;besides,we take the open space movement,ground movement and public participation supervision system as the auxiliary system,form an overall monitoring and supervision joint force of"looking from the sky,shooting in the air,checking on the ground and platform management",so as to provide support and services for the informatization construction of territorial space ecological restoration supervision.
