“三社联动”作为当前社区治理创新成果之一,反映了基层社会治理格局正在向多元主体协同共治发展。政府对“三社联动”的介入体现在:一方面为社区、社会组织和社会工作者提供必要的保障和支持,另一方面在党建引领下对社区治理进行合理的引导和监督;政府介入的原因,在于政府角色转变、社会自主性矛盾和党的领导等多方因素的共同作用;政府需要厘清自身在基层社会治理中的角色定位和职能边界,对“三社联动”进行必要而有限的介入,使社会力量在规范框架内得到理性和良好的发展,实现建设服务型政府的目标。

As one of the current innovative achievements of community governance,the"linkage of three social organizations"reflects that the grass-roots social governance pattern is developing towards multi-subject collaborative governance.The government's intervention in the"linkage of three social organizations"is reflected in providing necessary guarantee and support for communities,social organizations,and social workers on the one hand,and conducting reasonable guidance and supervision on community governance under the guidance of Party construction on the other hand;the reason for government intervention lies in the joint action of many factors,such as the transformation of government role,the contradiction of social autonomy,and the Party's leadership;the government needs to clarify its role orientation and functional boundary in grassroots social governance,and make necessary and limited intervention in the"linkage of three social organizations",so as to make social forces develop rationally and well within the normative framework and realize the goal of building a service-oriented government.
