构建长江流域重点水域“十年禁渔”长效机制研究

Study on the Construction of Long-term Mechanism of“Ten-year Fishing Ban”in Major Water Areas of the Yangtze River Basin

“十年禁渔”是贯彻习近平生态文明思想的重要举措,是长江大保护政策体系的重要组成部分,是长江生态环境修复的重要抓手。政策实施以来,长江生态环境和水生物种资源得到了极大的改善,但也暴露出一些问题。从公共政策利益相关者理论的视角看,构建“十年禁渔”长效机制的关键在于协调好各级党政部门、退捕渔民、市场经营户、垂钓爱好者以及普通公众的利益关系,以获得公共利益最大化。只有这样,才能构建“十年禁渔”长效机制,早日重现“一江碧水向东流”的胜景。

"Ten-year fishing ban"is an important measure to carry out Xi Jinping's thought of ecological civilization,an important component of the Yangtze River's great protection policy system,and an important starting point for the restoration of the Yangtze River's ecological environment.Since the implementation of the policy,the ecological environment and aquatic biological resources of the Yangtze River have been greatly improved,but some problems have also been exposed.From the perspective of stakeholder theory of public policy,the key to constructing the long-term mechanism of"ten-year fishing ban"is to coordinate the interests of Party and government departments at all levels,returning fishermen,market operators,fishing enthusiasts,and the general public,so as to achieve the goal of maximizing public interests.Only in this way can we build a long-term mechanism of"ten-year fishing ban"and reproduce the beautiful scene of"clear river flows east"as soon as possible.
