摘要
我国农村电影放映工作在目标功能上经历了以意识形态宣传、动员、传播为主到以公共文化服务提供为主的特征演化过程,在体制机制上经历了文化事业计划供给、市场经济自发配置、政府公益服务与市场参与结合的变迁和转折,在资金投入上经历了无偿免费、"收、减、免"部分收费、政府补贴等方法尝试,在放映单位上实现了以乡为单位到以村为单位的转变,农村电影放映工作的政策迭代体现了我们国家发展进步的历史过程。国家电影展播系统是国家意志嵌入基层社会的一种方式,在全面建设社会主义现代化国家的新征程中,又是国家文化福利的一种提供方式。本文在考察中老缅交界地区农村电影放映工程现实情况的基础上,提出应当联动政府、市场和社会组织的力量,协同国家主流文化和民族地区多元文化,整合各方资源,全面提升新时期农村电影放映的文化效能。
In terms of objective function,China’s rural film projection work has undergone an character evolutionary process from ideological propaganda,mobilization and dissemination to providing public cultural service;in terms of system and mechanism,it has undergone changes and transitions from planned supply of cultural undertakings,spontaneous allocation of market economy,combination of government public service and market participation;in terms of financial investment,it has experienced free of charge,tolling portion of"charge,reduction,exemption"and government subsidy;in terms of projection units,it has transformed from township-based to village-based,and the policy iteration of rural film projection reflects the historical process of our country’s development and progress.The national film exhibition system is a way of embedding the state’s will into grassroots society and a way of providing national cultural welfare in the new journey of building a comprehensive socialist modern state.On the basis of examining the reality of the rural film project in the border areas of China,Laos and Myanmar,this paper proposes that the power of the government,the market and social organizations should be linked,the mainstream national culture and the multi-culture of ethnic regions should be coordinated,and the resources of all parties should be integrated to comprehensively enhance the cultural effectiveness of rural film projection in the new era.
