新世纪我国师范生教育政策的演进逻辑与理性选择 被引量:3

摘要 新世纪以来,我国师范生教育政策经历了收费教育、免费教育和公费教育三个政策阶段,呈现出以教师资源配置方式为推力的政策形成机制、以促进社会价值和个人价值相结合的政策价值取向、以各执行主体有效执行的政策实施过程保障、以经济学话语为主导的政策话语规则的演进逻辑。未来我国师范生教育政策的发展应继续优化师资配置方式的政策形成机制,倡导多元的政策价值取向,强化各执行主体执行力的政策实施过程保障,积极调动民众参与的政策话语规则,从而为师范生教育营造有利的发展环境。 Since the beginning of the new century,the normal education policies in China have gone through three stages:fee-based education,free education and government-funded education,presenting the policy formation mechanism driven by the allocation of teacher resources,the policy value orientation that promotes the combination of social values and personal values,the guarantee of the policy implementation in which all executive bodies play their roles in effective ways,and the policy discourse rule dominated by economic discourse. In the future,we should continue to optimize the policy formation mechanism for the teacher resource allocation,advocate diversified policy value orientations,enhance the guarantee of policy implementation ability of each executive body,and actively mobilize the general public to make the policy discourse rules,so as to create a favorable environment for the development of normal student education.
