乡村振兴战略下粤西农村生活污水治理困境与应对策略

Dilemma and Countermeasures of Rural Domestic Sewage Treatment in Western Guangdong under the Strategy of Rural Revitalization

农村生活污水治理是提升农村环境治理成效的重要内容,是建设美丽宜居农村环境的重要举措,是事关乡村振兴战略实施的重大民生问题。在乡村振兴背景下调研粤西农村生活污水治理情况,发现尽管其污水治理取得了阶段性成绩,但相较于广东发达地区,污水收集率与治理覆盖率低,整体进程较缓慢。其制约因素表征为:财政分配不均、社会参与不足、政策执行与监督不到位、村民参与积极性不高等。对此,从发挥政府主导和新乡贤作用、引导第三方共同治理、建立健全监督问责机制、加强村民教育等方面提出纾困对策,以提升粤西农村污水治理成效,助力乡村振兴战略实施。

Rural domestic sewage treatment is a major livelihood issue related to the implementation of the rural revitalization strategy,an important part of improving the effectiveness of rural environmental governance,and an important measure to build a beautiful and livable rural environment.From the perspective of rural revitalization,a field survey conducted on the treatment of domestic sewage in rural western Guangdong province as the research object finds that although the current rural domestic sewage treatment in western Guangdong has achieved staged results,the sewage collection rate and treatment coverage rate still remain at a low level,when compared with other areas in Guangdong.The actual dilemma that restricts the efficiency and effectiveness of sewage treatment is characterized by uneven financial distribution,insufficient social participation,and poor policy implementation and supervision.The authors propose their countermeasures:government-centered leadership,public participation of management,involvement of the third parties,improvement of supervision and responsibility mechanism,and publicity and guidance of villagers,in hope to help with the implementation of rural revitalization strategy.
