摘要
公共租赁住房兼具租赁住房和保障性住房的特点和功能,是我国住房保障制度的核心环节,已经逐步成为实现"住有所居"目标的有效途径。随着人民生活水平和居住需求层次的提升,公共服务设施可达性及空间均等化成为保障性住房效率与公正的评价标准和可持续发挥积极作用的重要影响因素。借助可达性分析优化保障性住房的综合可支付能力研究方法并进行实证分析,考察保障性住房与公共服务设施的空间匹配性以及公共设施服务于居民居住需求的便捷程度。"住有宜居"时代要求下,保障性住房的发展进入品质化阶段,应更多关注如何完善和均衡公共服务来促进保障性住房居住融合。
Public Rental Housing,the core of China’s housing security system,has the characteristics and functions of both rental housing and indemnificatory housing,which has gradually become an effective way to achieve the goal of “sandwich” housing.With the improvement of people’s living standards and living demand levels,the accessibility of public service facilities and space equalization have become the evaluation criteria for the efficiency and fairness of indemnificatory housing and an important influencing factor for sustainable development.With the help of accessibility analysis,optimize the research method of comprehensive affordability of indemnificatory housing and conduct empirical analysis to investigate the spatial matching between indemnificatory housing and public service facilities and the convenience of public facilities to serve residents’ living needs.Under the requirements of the “livable” era,the development of indemnificatory housing has entered a quality stage.More attention should be paid to how to improve and balance public services to promote the integration of indemnificatory housing.
