党内法规建设研究——以内蒙古自治区为例

Research on the Construction of Inner-Party Regulations--Taking Inner Mongolia Autonomous Region as An Example

地方党内法规在党内法规体系中具有重要的地位,因此,地方党内法规的建设水平关乎整个党内法规体系的构建。要结合地方实际,以建立完善的党内法规制度体系、高效的实施体系及有力的保障体系为目标,全面审视地方党内法规建设实践中的不足,并采取针对性的措施予以解决。内蒙古自治区的党内法规建设在党内法规的制定、实施和保障方面还存在着一些问题。对此,要着眼于党内法规理论研究水平、建设经验、宣传普及度、人才与工作机构设置等一系列内外因素,以问题为导向,从保质量、促实效、强保障等方面入手,推进自治区党内法规建设与发展。

Local inner-party regulations play an importan t role in the whole nation's inner-party regulations.The refore,the level of construction of local inner-party regulatio ns is related to the construction of the entire inner-par ty regulation system.Combining local realities and aimed to establish a sound inner-party regulation system,an efficient implementat ion system,and a strong guarantee system,we should comprehensively exami ne the shortcomings in the practice of construction of lo cal party regula⁃tion,and take targeted measures to resolve them.Taking the Inner Mongolia Autonomous Region as an example,there are still many problems in the establishment,implementation and g uarantee of inner-party regulations.Therefore,we must focus on the level of theoretical research,construction experience,publicity and popularity of inner-Party regulations,tal ents,organizations and a series of internal and external factors.Guided by e ncountered problems,we can promote the construction and development of the autonomous region's inner-Party regulations through measures to ensure quality,enhance proficiency,and str engthen guaran⁃tee.
