城市政府行政效率对碳排放的影响——基于高铁和NGO的调节作用

Research on the Effect of City Governments Administration Efficiency on Carbon Emission——Moderation of Operation of High-speed Railway and Non-governmental Organizations

基于2007~2016年234个地级市的面板数据,以各市设立行政审批局为准自然实验并使用渐进双重差分法,考察政府行政效率对城市碳排放的影响。结果表明:城市行政效率提高,以设立行政审批局为代理变量对减少碳排放起到积极作用,且这种积极作用在城市开通高铁后会显著增强;同时,非政府组织(NGO)在其中也扮演了重要的调节作用,即城市NGO规模越大,行政效率提升对该市碳减排的作用也越强。

Based on the panel data of 234 prefecture-level cities from 2007 to 2016,this paper investigates the impact of government administrative efficiency on urban carbon emissions by taking the establishment of administrative approval bureaus in each city as a quasi-natural experiment and the method of stepwise difference-in-difference.Empirical results shows that the improvement of urban administrative efficiency,proxied by the establishment of administrative approval bureau,has a positive effect on reducing carbon emissions,and this positive effect will be significantly enhanced after the city opens high-speed rail.At the same time,non-governmental organizations(NGOs)also plays an important regulatory role in this,that is,the greater the size of urban NGOs is,the stronger the effect of improved administrative efficiency on carbon reduction in the city has.
