绿色金融政策促进企业创新的作用机制与阶段演进

The Mechanism and Stage Evolution of Green Financial Policy Promoting Enterprise Innovation

从内外部两方面分析了绿色金融政策促进企业创新的作用机制。结果表明:一方面绿色金融政策通过资金配置、风险管控从内部支持企业获得融资、分散风险;另一方面,绿色金融政策结合绿色消费、竞争激励从外部帮助企业打开市场、树立优势。其次,从绿色金融政策促进企业创新的三个阶段演进特征来看,我国整体上正在由第一阶段的被动创新跨向第二阶段的响应创新,但由于区域间金融发展和科技创新水平的不平衡,有些地区已经处于第二阶段,有些地区还刚刚开始第一阶段。此外,绿色金融政策在各阶段的发展也会存在重叠和反复。最后,结合我国国情,提出了相关对策建议。

This paper analyzes the mechanism of green financial policy promoting enterprise innovation from both internal and external aspects.Results show that,on the one hand,green financial policy supports enterprises to obtain financing and disperse risks from capital allocation and risk control.On the other hand,the green financial policy combines green consumption and competitive incentives to help enterprises open up the market and establish advantages from the outside.Thirdly,from the evolution characteristics of the three stages of green financial policy promoting enterprise innovation,as a whole China is moving from passive innovation in the first stage to responsive innovation in the second stage.However,due to the imbalance between regional financial development and scientific and technological innovation,some regions are already in the second stage,and some regions have just begun the first stage.In addition,there will be overlap and repetition in the development of green financial policies at all stages.Finally,combined with China's national conditions,it puts forward some relevant countermeasures and suggestions.
