香港食品安全政策的实施效果与经验启示

Implementation Effect and Experience Enlightenment of Food Safety Policy in Hong Kong

借鉴香港经验对推动粤港澳大湾区食品安全协同治理具有重要意义。本文对香港食品安全政策进行了全面梳理,评价了其实施效果,探讨了香港与我国内地食品安全政策差异以及香港经验的启示。研究发现,香港逐渐形成了以职责完善的食品安全监管机构体系,刑责明晰的法律制度和成熟的风险分析机制为主的食品安全治理政策,有效地保障了香港食品安全长期维持在较高水平,促进了香港食品产业的健康稳步发展。我国内地应借鉴香港的经验,整合部门职能,推动行政处罚与刑事责任衔接,健全风险分析交流机制,从而提高食品安全政策实施效果。

Learning from the experience of Hong Kong is of great significance to promote the coordinated management of food safety in the Great Bay area of Guangdong,Hong Kong and Macao.This paper comprehensively combs the food safety policy in Hong Kong,evaluates its implementation effect,and discusses the differences between food safety policies in Hong Kong and China's Mainland and the Enlightenment of Hong Kong experience.The study found that Hong Kong has gradually formed a food safety governance policy based on a perfect food safety supervision organization system,a clear legal system of criminal responsibility and a mature risk analysis mechanism,which has effectively guaranteed the long-term maintenance of food safety in Hong Kong at a high level and promoted the healthy and steady development of Hong Kong’s food industry.The mainland of China should learn from the experience of Hong Kong,integrate departmental functions,promote the connection between administrative punishment and criminal responsibility,and improve the risk analysis and exchange mechanism,so as to improve the implementation effect of food safety policy.
