摘要
信息化项目成本度量一直是业界的难题和关注点。为了提升软件成本测算精度,满足项目承建单位在项目投标、建设实施及结算环节对成本测算及管控的需要,首次提出从开发者视角对信息化项目全过程进行工序结构化分解、定额化测算的方法,并采用科学分析方法建立高精度编码算量模型,首创了基于详细设计和结算深度的软件成本度量算法,显著地提升了算量精度,提高了工序成本逻辑关联性,减少了技术误差和主观误差,使得项目承建单位针对整个项目周期中各个阶段的工序从前期估算到项目结算的成本度量、管控能够更加科学合理。
Cost measurement of information project has always been a problem and concern in the industry. In order to improve the accuracy of software cost estimation and meet the needs of project construction units for cost estimation control during project bidding, construction implementation, and settlement, for the first time, a method for structural decomposition and quota calculation of the entire process of an informatization project from the perspective of the developer is proposed. And a high-precision coding calculation model is established by scientific analysis method and a software cost measurement algorithm based on detailed design and settlement depth is pioneered, which significantly improves calculation accuracy, improves the logical correlation of process costs, reduces technical errors and subjective errors, and makes the cost measurement and control of the project contractor for each stage of the entire project cycle from pre-estimation to project settlement more scientific and reasonable.
