淮安市域铁路网规划方案研究

Study on the Plan of Huai’an Urban Railway Network

从淮安市的社会经济、城市发展方向、城镇空间布局、综合交通发展战略及对外铁路网规划等方面出发,深入分析淮安市域交通特点、存在问题以及可利用的既有轨道交通资源,着重解决淮安市域交通出行过分依赖公路、继续转型升级问题。通过分析淮安市不同层次轨道交通特征及服务对象,明确淮安市域铁路在综合交通中功能定位及发展战略;结合市域空间出行需求及特征分析,提出淮安市域铁路线网构架理念,并结合城市总体规划中的市域线路构建市域铁路网推荐方案,分线研究市域铁路线路走向及敷设方式,重点论述利用既有新长铁路或新长线城区段外绕后的闲置通道开行市域铁路的可行性并进行财务效益分析。

Starting from the aspects of social economy, urban development direction, urban spatial layout, comprehensive transportation development strategy and outward railway network planning of Huai’an City, the characteristics, problems and available rail transportation resources of Huai’an city area are analyzed in depth, with a focus on solving the problem of over-reliance on highways and transformation and upgrading of urban transportation in Huai’an. By analyzing the characteristics and service objects of different levels of rail transportation in Huai’an City, the function positioning and development strategy of Huai’an City’s railways in integrated transportation are clarified, and combined with the analysis of urban spatial travel needs and characteristics, the concept of railway line-network framework in Huai’an is proposed. In addition, the recommended scheme for city railway network is constructed in combination with the city line in the city master plan, and the direction and laying method of city railway line are studied by line, focusing on the feasibility of using the existing new long-distance railway or the unused channel after outer winding in new long-term city section to run the city railway and financial benefit analysis.
