福建省特色小镇土地利用存在的问题及对策

Research on Land Use of Characteristic Towns in Fujian Province:Problems and Measures

通过对福建省特色小镇土地利用状况进行分析,总结各县、市(区)在推进特色小镇创建过程中土地利用方面的主要做法,揭示特色小镇土地利用中存在的新增用地需求难以全面保障、部分扶持政策不够明晰、耕地占补平衡压力较大、特色小镇规划面积超过规定标准、低效用地盘活力度有待加强、资金缺口较大等问题,并提出优化特色小镇土地利用的对策建议,以进一步优化特色小镇用地布局结构,提升土地资源配置效率,推进形成宜业宜居宜游的特色小镇新型国土空间。

Based on the research and analysis of the land use of characteristic towns in Fujian Province,this paper sums up the main methods of land use in the process of promoting the characteristic towns,and also reveals the problems existing in land use management of characteristic towns,for example,difficulties in fully guaranting the demand for new land,unclear supporting policies,great pressure on the balance of farmland occupied and replenished.The planned area of characteristic towns exceeds the prescribed standards,the efforts to revitalize inefficient land need to be strengthened,and the funding gap is large.Targeted countermeasures and suggestions are put forward to optimize characteristic towns,so as to further optimize the layout structure of featured town land,improve the efficiency of land resource allocation,and promote the formation of a new type of land space with small towns that are suitable for working,living and traveling.
