建党百年反贫困基本历程和基本经验研究

Study on the Basic Course and Experience of Anti-poverty in the Past Century Since the Founding of the Party

中国共产党自成立以来就带领中国人民同贫困进行了艰苦卓绝的斗争,其反贫困实践经历了新民主主义革命的探索阶段、新中国成立初期的救济式扶贫阶段、改革开放后的开发式扶贫阶段、党的十八大以来的精准扶贫阶段,走出了中国特色反贫困道路。文章认为,建党百年来中国共产党积累了丰富的反贫困基本经验,即始终将坚持党的领导作为反贫困的根本保证,坚持社会主义制度集中力量办大事的制度优势,将不断满足人民对美好生活需要作为反贫困的根本遵循,形成了中国特色反贫困理论。中国特色反贫困道路与中国特色反贫困理论丰富了马克思反贫困理论,为我国实现第一个百年奋斗目标和全面建设社会主义现代化强国奠定了道路基础、提升了理论自信。

Since her founding,the Communist Party of China has led the Chinese people in an arduous struggle against poverty.Her anti-poverty practice has gone through the exploration stage of the new democratic revolution,the relief poverty alleviation stage in the early days of the founding of new China,the development poverty alleviation stage after the reform and opening up,and the targeted poverty alleviation stage since the 18th National Congress of the Communist Party of China,and has walked out of the road of anti-poverty with Chinese characteristics.This paper holds that the Communist Party of China has accumulated rich basic experience in anti-poverty in the past century since the founding of the Party,that is,adhering to the Party's leadership as the fun⁃damental guarantee for anti-poverty,adhered to the institutional advantage of the socialist system to concentrate on doing great things,and continuously meet the people's needs for a better life as the fundamental basis for anti-poverty,forming the anti-pover⁃ty theory with Chinese characteristics.The anti-poverty road with Chinese characteristics and the anti-poverty theory with Chinese characteristics enrich Marx's anti-poverty theory,lay the road foundation and enhance theoretical confidence for China to achieve the first centennial goal and start building a powerful socialist modern country in an all-round way.
