跨境高等教育发展的价值取向与中国应对

Value Orientation of Cross-Border Higher Education Development and China’s Response

世界跨境高等教育发展的历史变迁与当代图景表明,跨境高等教育发展的价值取向在不同阶段、不同国家有着不同表现。在当代,获取经济收益、增进国际关系、服务区域经济社会发展等跨境高等教育发展的工具价值越来越受到重视。在建设“一带一路”教育共同体和教育对外开放新阶段的背景下,我国需进一步深化和拓展对跨境高等教育发展价值的科学认识,积极推动我国跨境高等教育发展由输入为主向“输入+输出”并举模式转型;建立并完善我国跨境高等教育治理体系,积极参与全球跨境高等教育治理;进一步扫清我国跨境高等教育发展中存在的各种法律法规障碍,积极拓展参与主体和实现路径;加强相关理论研究和队伍建设,支撑我国跨境高等教育进一步融入和引领世界跨境高等教育发展潮流。

The historical changes and contemporary landscape of cross-border higher education(CBHE)in the world shows that CBHE’s value orientation has different manifestations in different countries at different stages.In the modern era,the CBHE’s tool value such as obtaining economic benefits,promoting international relations and serving regional economic and social development gets more and more attention from the relevant countries.Under the background of“the Belt and Road”education community construction and the new stage of education opening up to the outside world,China needs to further deepen and expand the scientific understanding of CBHE development and actively promote the transformation from the input-oriented to“input-plus-output”development model;establish and improve China’s CBHE management system and positively participate in the global management;further clear the legal and regulatory obstacles in China and expand the participation bodied and realization paths;strengthen the relevant theoretical research and team building to help China’s CBHE further integrate into and lead the development trend of CBHE in the world.
