地理标志农产品质量维护激励政策措施研究--以陕西省为例

Research on Policy Incentive Measures for Quality Maintenance of Geographical Indication Agricultural Products-Taking Shaanxi Province as an Example

地理标志农产品,是指农产品来源于特定地域,以地域名称冠名的特有农产品。在地理标志使用地区,农产品质量维护主要依靠农户安全生产行为,如何激励农户自觉维护农产品质量至关重要。以陕西省为例,对该省地理标志农产品质量维护的现状进行分析研究,发现农户在农产品生产过程中存在不遵守生产规程要求、违反农产品质量标准、滥用地理标志等道德风险行为。因此可从政府、市场、组织三个层面对农户进行引导,激励农户积极主动维护地理标志农产品质量,同时还应通过监督、惩戒等负激励措施约束生产者和流通商的不良行为,引导其自觉维护地理标志。

Geographical indication agricultural products refer to the unique agricultural products that come from specific regions and are named after the region.In the areas where geographical indications are used,the quality maintenance of agricultural products mainly depends on the safe production behavior of farmers.Logically,it is very important to encourage farmers to consciously maintain the quality of agricultural products.Taking Shaanxi province as an example,this paper analyzes the current situation of the quality maintenance of geographical indications of agricultural products,and finds that farmers have moral hazard behaviors such as non-compliance with the requirements of production regulations,violation of agricultural product quality standards,abuse of geographical indications and so on.Therefore,farmers can be guided by the government,the market and organizations,encouraged to actively maintain the quality of geographical indications.At the same time,negative incentive measures such as supervision and punishment should also be taken to restrain the misbehavior of producers and distributors and direct them to consciously maintain geographical indications.
