开放大学:自主抑或依附

Open University: Independent or Dependent

开放大学获得办学自主权与学位授予权,最终成为自主发展的办学实体,是开放大学群体性的目标。然而,通过实证分析发现,开大群体出现了行政依附、学术依附及人力资源依附。在理性剖析开大依附的历史性、必然性、两面性的基础上,通过厘清依附与发展的关系、“赋权增能”方能实现开大群体的自主发展。

It is the collective goal of open universities to acquire the autonomy of running schools and the right to confer degrees,and eventually become a self-directed development educational entity.However,through empirical analysis,it is found that administrative dependence,academic dependence,and human resource dependence have emerged in the group of open universities.Based on a rational analysis of the history,inevitability,and duality of the open university’s dependence,by clarifying the relationship between dependence and development,it proposed to implement the strategy of“empowerment”to achieve the self-directed development of open universities.
