制度创新视角下的民办职业院校分类选择

Classification Selection of Private Vocational Colleges from the Perspective of Institutional Innovation

2016年以来伴随民办教育新法新政的相继实施,民办职业院校分类选择不仅获得制度认可,同时也被提上实施议程。虽然民办职业院校分类选择是一项全新的制度创新,但是其实施推行依然复杂、艰辛。当前实施推广中存在思想观念、选择趋向、选择规则、产权属性、掌控权等现实问题,为此应通过更新观念、引导合理趋向、明确规则、理顺明晰产权、规范掌控等举措,促进民办职业院校分类选择。

Since 2016,with the implementation of new laws and new policies on private education,the classified selection of private vocational colleges has not only been recognized by the system,but also put on the implementation agenda.Although classified selection of private vocational colleges is a new institutional innovation,its implementation is still complicated and difficult.At present,there are practical problems in the implementation and promotion,such as ideas,selection trends,selection rules,property rights and control rights.Therefore,measures such as updating ideas,guiding reasonable trends,clarifying rules,straightening out property rights and standardizing control should be taken to promote the classified selection of private vocational colleges.
