乡村振兴背景下的人口逆流动现象研究

乡村振兴战略是全面推进社会主义现代化建设的重要国家战略,人才振兴是乡村振兴的关键。乡村振兴战略的实施深刻改进了城乡关系,乡村人口、产业和社会结构实现了跨越式发展。部分经济发达地区已出现城市人口向乡村迁移的逆流动现象,判断其对乡村振兴起着重要作用。研究该现象在城乡发展中的战略意义,进而提出“人口逆流动—就地城镇化—城乡融合发展—乡村振兴”的发展逻辑。确立做强人口“逆流动”的4项措施:强化逆城镇化政策供给;推进公共服务城乡等值化;确保城乡文化软实力协同发展;激活乡村内生动力。实现城乡融合发展的战略目标。

Rural Revitalization Strategy is an important national strategy to comprehensively promote socialist modernization,and talent revitalization is the key to rural revitalization.The implementation of the Rural Revitalization Strategy has profoundly improved the relationship between urban and rural areas,and the rural population,industry and social structure have achieved leapfrog development.The counter current phenomenon of urban population migration to rural areas has appeared in some economically developed areas,which plays an important role in Rural Revitalization.This paper studies the strategic significance of this phenomenon in urban and rural development,and then puts forward the development logic of"population countercurrent-local urbanization-urban-rural integrated development-Rural Revitalization".Establish four measures to strengthen the"counter flow"of population:strengthen the supply of counter urbanization policy;Promoting the equivalence of public services between urban and rural areas;Ensure the coordinated development of urban and rural cultural soft power;Activate Rural Endogenous power.Achieve the strategic goal of integrated urban and rural development.
