关于中国钢铁行业产品碳足迹评价标准化工作的思考 被引量:16

Concerns on drafting standard for evaluating product carbon footprint of China′s steel industry

摘要 产品碳足迹(PCF)是产品生命周期中温室气体排放的量化值,通过开展产品碳足迹评价,可有效指导并帮助企业真正了解生产、生活对气候变化的影响,并由此采取可行的措施以减少供应链中的碳排放,甚至影响消费者行为和企业生产决策。随着全球应对气候变化工作重视程度的不断提升,产品碳足迹已成为全球贸易供应链的必要追溯和重要考量因素之一。中国是全球第一大钢铁生产国和消费国,同时也是最大的机电产品出口国,钢材间接出口体量大。面对国际贸易碳关税、碳标签等相关制度要求,钢铁行业应做好与国际接轨的准备,加快发展钢铁行业产品碳足迹评价工作。本文简要概述了中国"碳达峰"与"碳中和"政策要求,中国钢铁行业低碳发展必要性,指出中国钢铁行业开展产品碳足迹评价的重大意义,并在研究分析国内外产品碳足迹评价标准以及碳标签发展现状基础上,给出了中国钢铁行业产品碳足迹评价工作的思考和建议。 Product carbon footprint(PCF) is an effective method to quantitatively determine or calculate the greenhouse gas emissions during a product life cycle.Through product carbon footprint assessment,it can effectively guide and help enterprises to understand the impact of production and living on climate change,take feasible measures to reduce carbon emissions in the supply chain,and even affect consumer behavior and enterprise production decisions.The results of PCF are becoming the pivotal parameters for traceability information management in the international trade supply chain with the increasing emphasis of legislative issues on global climate change.As the largest producer and consumer of steel products all over the word,China also exported a large volume of indirect steel products such as mechanical and electrical products.It is necessary to put more focus on studying PCF of steel products in China and the iron and steel industry should be ready for international integration in order to deal with the international trade carbon tariffs(CT),carbon labelling(CL) and other related legislative requirements.The legislation requirements on "carbon peaking" and "carbon neutralization" in China as well as the necessary of low-carbon emissions in China’s steel industry have been introduced briefly.Meanwhile,the significances for carrying out PCF evaluation of metallurgical products in China’s steel industry have been also analyzed.The suggestions on how to accelerate the drafting PCF standards of metallurgical products for China’s steel industry have been put forwards based on domestic and foreign evaluation standards on PCF and CL.
