大学生法律素养培育的现实困境及提升策略

Realistic Difficulties and Improving Strategies in Cultivating University Student’s Legal literacy

党的十九大报告强调:全面依法治国是中国特色社会主义的本质要求和重要保障。在此背景下推进大学生法律素养培育工作显得尤为迫切且必要。在大学生法律素养培育过程中存在一些问题,如互联网舆情监管不力,削弱了大学生法律认知能力;学校法律通识教育缺失,导致了大学生法律意识淡薄;受不良传统"情理"观念影响,限制了大学生法律实践操作能力等。因此,必须以校园法治网络建设为窗口,优化学校法治宣传环境;以法律通识教育课程为载体,加强学校法律教育力度;以开展法治实践活动为抓手,促进学生用法能力提高。

The report at the 19 th CPC National Congress emphasized that"comprehensively governing the country by law is an essential requirement and an important guarantee for building socialism with Chinese characteristics."In this context, it is particularly urgent and necessary to promote the cultivation of legal literacy of college students. In the process of cultivating legal literacy for college students, it is found that inadequate supervision over internet public opinions may weaken university student’s legal cognitive ability;deficiency of liberal education of law may cause university students have faint legal consciousness;and university student’s operational capability in legal practices might be shackled by negative traditional concept of"common sense". In response to this, the author proposes that(i) the university’s environment for publicizing the rule of law should be optimized via the network construction of rule of law on campus;(ii) the university’s legal education should be strengthened through conducting literal law education curriculum;(iii) the improvement of student’s capability of law application should be motivated through carrying out practical activities related to the rule of law.
