摘要
随着工业科技发展进步,对安全生产的要求日益提高。北京某航天产品生产部门分析所面临的问题及挑战,基于双重预防机制建立该部门安全管理体系模型,通过建立风险分级管控程序和事故隐患排查治理程序、建立生产线6S管理制度、定期进行安全教育培训和日常演练、加强对险兆事件的重视程度、科学进行异地生产管理等措施,实现了对部门安全管理体系的循环改进。结果表明:该部门实现多年因公0死亡、型号试验0伤亡,无火灾和特种设备重大安全责任事故发生,职业病危害因素作业点检测合格率100%,无环保违规事件、噪声扰民事件发生,其管理体系可为同类行业提供借鉴。
With the development and progress of industrial science and technology,the requirements for safe production are increasing day by day.An aerospace product production department in Beijing analyzed the problems and challenges it faces,and established a safety management system model for the department based on a dual prevention mechanism.Through taking measures,such as establishing risk classification management and control procedures and accident risk investigation and management procedures,establishing 6S management system for the production line,carrying out regular safety education and training,executing daily drills,strengthening the attention to near-miss events,scientifically conducting the off-site production management and other measures,the cyclical improvement of the departmental safety management system were realized.The results show that the department has achieved zero deaths on duty and zero casualties during aerospace product testing for many years,no fires and major safety accidents of special equipment,100%qualification rate of occupational hazards testing,no environmental violations and no noise disturbances.Its management system can provide some references for similar industries.
