乡村治理何以有效?--国外典型实践模式及启示

How to make rural governance effective?--foreign typical pattern and enlightenment

高效的乡村治理制度体系能够为我国全面实现“乡村振兴”奠定坚实的基础。基于对世界各国乡村治理现状的思考,本研究总结出三种乡村治理模式:以韩国和日本等发达国家为代表的东亚模式、以美国和法国等发达国家为代表的欧美模式、以巴西和阿根廷等发展中国家为代表的拉美模式。从三种模式的实施进展中对比和总结发达国家和发展中国家乡村治理的典型做法和宝贵经验,并且以此为根据,针对我国乡村治理中组织机构、自治德治法治、公共服务、减贫长效机制建设等领域存在的不足提出相关政策建议。

Efficient rural governance system can lay a solid foundation for the full realization of"Rural Revitalization"in China.Based on thinking about the present situation of rural governance from the world,this paper sums up three typical patterns:the East Asian Pattern represented by developed countries such as Korea and Japan,the European and American Pattern represented by developed countries such as the United States and France,and the Latin American Pattern represented by developing countries such as Brazil and Argentina.From the implementation status of three patterns,this paper compares and summarizes typical prac tice and valuable experience of the developed countries and developing countries.Based on this,in view of the shortcomings in the field of rural governance of China,such as organizational structure,rule of law by virtue,public services and poverty allevia tion,relevant policy suggestions are put forward.
