摘要
目前在农产品合格证的试行中,还存在着积极性不高的现象,根据相关调查,影响生产经营者使用合格证意愿原因主要有现有合格证功能单一、成本较高、易用性和公平性不足以及缺乏强制力等因素。针对生产经营者在开具合格证中存在的问题,可以在政策制定上通过科学界定和规范主体范围、开具依据、信息内容、开具单元、样式和产地编码,并加强对现有质量证明的有机整合,建立健全激励机制和约束机制等方式提高政策的合理性和科学性,从而增强生产经营者的开证意愿,保证政策的顺利实施。
At present,there is still a phenomenon of low enthusiasm in the trial implementation of agricultural product certifi cate.According to the relevant investigation,the main reasons that affect the willingness of producers and operators to use the certificate lie in such factors as single function,high cost,insufficiency of easy use and fairness,lack of force.In view of the exist ing problems in issuing the certificate,we can improve the rationality and scientificity of the policy by defining and standardizing the issuing scope,basis,content,unit,style and source code,strengthening the organic integration of the existing quality certifi cates,establishing and perfecting the incentive and restraint mechanisms,so as to enhance the willingness of producers and opera tors to issue certificates and ensure the smooth implementation of the policy.
