社会治理共同体视域下的社区心态秩序建设:困境与路径

Construction of Community Mentality Order from the Perspective of Social Governance Community:The Dilemma and the Path

以人为本的良好社区心态秩序,是建设人人有责、人人尽责、人人享有的社区治理共同体的重要内容。当前社区心态秩序建设的成效与困境主要表现在政府层面的理念共识与服务错位、市场层面的利益共商与利益矛盾、社会层面的协同共建与服务碎片、群众层面的居民共参与认同不足、情感层面的文化共情和情感淡化、理性层面的道义共调与道义失调。该文认为,建设健康有序的社区心态秩序应以党的领导为核心,以科技理性和情感调解为原则,以政府、市场、社会、群众为主体,走出一条“一核心两原则多主体”的建设之路。

An excellent people-oriented community mentality order is an important part of building a community governance in which everyone takes related responsibilities,shares related responsibilities and enjoys certain rights.At present the achievement and dilemma of such a construction are mainly as follows:dislocation of concept consensus and service at the government level,interest consultation and entanglement at the market level,collaborative construction and service fragmentation at the social level,lack of residents'common participation and identity at the mass level,cultural empathy and emotional dilution at the emotional level,and moral harmony and moral imbalance at the rational level.This paper holds that the construction of a healthy and methodical community mentality order should take the leadership of CPC as the core,take the scientific&technological rationality and emotion regulation as the principle,and take the government,market,society and the masses as the main body,so as to build a new path of"one core-two principles-multiple subjects"in the construction.
