党建引领社会组织发展的必要性及政策措施研究:来自广西的证据

Necessity and Policy Measures of the Party Building for Leading the Development of Social Organizations:Evidence from Guangxi

党的十八大以后,社会组织呈现井喷式发展,已成为社会治理的三大主体之一。但“郭美美事件”“中国国学院事件”以及武汉红十字会风波等充分暴露了社会组织内部治理结构、管理体制、监管机制方面存在的不足,使其公信力受到很大负面影响,也引发了社会各界对“强化党建引领社会组织发展”这一问题的关注和思考。在基于新公共管理理论、政府失灵理论、合约失灵理论、第三方治理理论等多维理论透视党建引领社会组织必要性的基础上,以广西社会组织2016—2020年的发展数据为样本,基于经济增长视角构建量化模型实证探讨党建引领社会组织发展的必要性,研究结论认为建立党组织的社会组织经济增长贡献度明显高于非建立党组织的社会组织。最后,在分析广西社会组织党建工作存在问题的基础上,提出强化广西社会组织党建工作的政策措施。

After the 18th National Congress of the Communist Party of China,social organizations have developed very fast,and become one of the three main pillars of social governance.However,such incidents as the“Guo Meimei Incident”,“China National Academy Incident”,and“the Incident of Wuhan Red Cross Society”have fully exposed the weaknesses in the internal governance structure,the management system and the supervisory mechanism of social organizations,which has much negative influence on their credibility,and also aroused the concern and thinking of the issue of“strengthening the Party building for leading the development of social organizations”.Based on such theories from multidimensional perspectives as the new public management theory,the government failure theory,the contract failure theory and the third-party governance theory as well as the analysis of the development data of Guangxi social organizations in 2016-2020 and a quantitative model based on the perspective of economic growth,this paper analyzes the necessity of leading social organizations by the Party building.It concludes that the economic growth contribution of social organizations under the leadership of Party organizations is significantly higher than that of those without Party organizations.Finally,based on the analysis of the existing problems in the Party building of social organizations in Guangxi,the paper puts forward the policy measures to strengthen the Party building of social organizations in Guangxi.
