性别平等视域下新时代中国推进共同富裕的理论意蕴和发展指向

Theoretical Connotations and Development Directions for Promoting Shared Prosperity in China in the New Era in the Perspective of Gender Equality

共同富裕是社会主义的本质要求,性别平等是社会发展的重要指向。既有文献概从经济发展或治理维度关注共同富裕的推进,基于性别视角的嵌入研究较少。从理论来看,性别平等和共同富裕共生于历史发展特定阶段,性别平等惠及共同富裕的高质量推动;从实践考量,性别平等和共同富裕亦有互动逻辑,共同富裕有其性别平等图景,需要发挥女性力量和提升性别平等的战略定力。同时,面对当下各种发展不平衡积弊下的性别发展不充分问题、人口新政下的女性隐性发展成本提升、女性发展短板等挑战,共同富裕新策更需要以社会性别为分析视角,从理论建构、发展基础、制度保障、基层治理等方面加以破解。

Shared prosperity is the essential requirement of socialism,and gender equality is an important criterion for social development.The existing literature has focused on the promotion of shared prosperity from economic development or governance dimensions,and there is a void in the embedded research based on the gender perspective.Theoretically speaking,gender equality and shared prosperity are born together at a specific stage of historical development,and gender equality benefits the high-quality promotion of shared prosperity;practically speaking,gender equality and shared prosperity have an interactive relationship,and shared prosperity has its own vision of gender equality,which aims to utilize women's power and enhance the strategic power of gender equality.Meanwhile,facing the challenges of insufficient gender development under various development imbalances,the high implicit development cost of women under the new population policy,and the weaknesses of women's development,the new policy of shared prosperity needs to be analyzed from a gender perspective,and tackled from such aspects as theoretical construction,development foundation,institutional guarantee,and grassroots governance.
