摘要
我国初步建立了灵活就业人员社会保障制度框架,但存在参保规定不具体、就医服务不便捷、社保关系转接不顺畅、职业安全保障不充分等问题。建议根据灵活就业人员的收入状况分类参保,高于一定收入水平的灵活就业人员参加职工基本养老保险与职工基本医疗保险;建议根据灵活就业人员的居住证情况落实参保地,完善灵活就业人员异地就医直接结算制度,建立灵活就业人员职业伤害制度,建立适应流动就业需要的“一卡通”社会保障制度;同时建议对财税制度、社会保险费征缴制度、劳动力统计制度、薪酬监测制度、社会保险垂直管理等进行配套改革。
China has initially established a social security system framework for flexible employees.However,there are some problems,such as unclear insurance regulations,inconvenient medical services,unsmooth transfer of social security relations,inadequate occupational safety security and so on.It is suggested that flexible employees participate in insurance according to their income status.Those whose income is above a certain level should participate in basic endowment insurance and medical insurance for employees.It is suggested to determine the insured place of flexible employees according to their residence permit,improving the direct settlement system for remote medical treatment,establishing an occupational injury system for them,and establishing a“one card”social security system to meet the needs of mobile employment.At the same time,it is suggested to carry out supporting reforms on the financial and tax system,social insurance premium collection system,labor statistics system,salary monitoring system and social insurance vertical management.
