Rural Revitalization and Modernization of Rural Governance

有效治理是乡村振兴的重要内容,也是乡村振兴的重要保障。经过40年乡村的改革与发展,乡村的社会经济结构发生了重大变化,特别是乡村人口迁移、多种社会力量进入乡村和乡村的多样性和复杂性,都需要新的乡村治理机制。乡村振兴的总要求之一是治理有效,有效的乡村治理需要建立现代化的治理机制。乡村治理现代化需要政府将公共服务作为乡村治理的目标,这就要求行政下沉基层,实现政府与农民的密切互动,建立以效果为导向的乡村治理机制。中国乡村治理现代化不仅仅要为乡村振兴提供保障,而且也要为国家的长治久安奠定基础,在乡村振兴中,乡村治理要强化党在基层的领导,提升乡村的组织化水平,增强乡村基层组织的治理能力,并适应乡村的变化,建立多样性的乡村治理机制。

Effective governance is an important part of rural revitalization as well as a crucial guarantee for rural revitalization.After 40 years of rural reform and development,the social and economic structure of the village has undergone major changes,especially in the migration of rural population,the entry of various social forces into the countryside,and the diversity and complexity of the countryside,which all require new rural governance mechanisms.One of the overall goals of rural revitalization is effective governance.Effective rural governance requires the establishment of a modern governance mechanism.The modernization of rural governance needs the government to take public services as the goal.It calls for the administration to enter the grassroots level,to achieve close interaction between the government and farmers,and to establish an effect-oriented rural governance mechanism.The modernization of rural governance in China not only provides guarantees for rural revitalization,but also lays the foundation for the country’s long-term stability.In rural revitalization,rural governance must strengthen the Party’s leadership at the grassroots level,promote the organizational level of villages,enhance the governance capability of rural grassroot organizations,and adapt to the changes in the countryside,thus establishing a diverse rural governance mechanism.
