基于AHP-FCE的铁路数据资产价值评估方法

Value Evaluation Method for Railway Data Assets Based on AHP-FCE

随着数据量的增加,铁路数据资产的价值逐渐升高,但目前业内对于数据资产价值评估方法的研究还不够充分,无法实现精确的价值评估。为此,基于铁路数据资产的特征,创建包含1个总目标、3个一级指标、8个二级指标、21个三级指标的体系以评估数据资产价值,建立层次分析法与模糊综合评价法的混合模型,并结合铁路主数据字段对该模型进行仿真实验。结果表明,对铁路数据资产价值影响最大的前3项因素为直接应用价值、间接应用价值、数据量;铁路主数据字段的价值评估结果为77.98,评估结果与实际情况一致,该模型对铁路数据资产价值评估研究具有参考价值。

As the amount of data increases, the value of railway data assets is gradually rising.However, the research on value evaluation methods for data assets in the field is insufficient to achieve accurate value evaluation. Therefore, in view of the characteristics of railway data assets,this paper established a system including one general objective, three primary indicators, eight secondary indicators, and 21 tertiary indicators to evaluate the value of data assets. On this basis,this paper built a hybrid model of analytic hierarchy process(AHP) and fuzzy comprehensive evaluation(FCE) and utilized the railway master data field for simulation experiments. The results show that the top three factors that have the greatest impact on the value of railway data assets are the direct application value, indirect application value, and data volume. The value evaluation result of the railway master data field is 77.98, which is consistent with the actual situation. This model can provide reference for the study of value evaluation of railway data assets.
