The Mass Line Provides Endogenous Impetus for the Whole-process People’s Democracy

人民民主是现代政治的普遍追求。作为一种价值理念,人民民主不会自动实现,需要现实的具体的民主形式和民主渠道保障每个人都能参与到国家治理和社会治理中来,全过程人民民主就是这种兼顾"价值—过程—结果"的概念,体现了民主的本质。全过程人民民主是中国共产党群众路线在民主政治领域的体现,中国共产党的群众路线蕴含着党性与人民性相统一的价值理念、民主集中制原则、协商民主形式三大要素并形成结构性关联,深刻影响着全过程人民民主的价值内涵、制度形态和参与实践,为发展和完善全过程人民民主提供内生动力。

People’s democracy is the universal pursuit of modern politics.As a value concept,people’s democracy will not be realized automatically.It needs realistic and specific democratic forms and democratic channels to ensure that everyone can participate in national governance and social governance.The whole-process people’s democracy is a concept which considers the "value-process-result" link and embodies the essence of democracy.It reflects the mass line of the CPC in the field of democratic politics.The mass line of the CPC contains three elements:the value concept of the unity of the Party spirit and people’s nature,the principle of democratic centralism and the form of deliberative democracy,and creates a structural relationship,which has a profound impact on the value connotation,institutional form and participation practice of the whole-process people’s democracy,and provides endogenous impetus for the improvement of the whole-process people’s democracy.
