Why is the Implementation of Family Doctor Policy Distorted?--An Analysis Framework Based on an Implementation Mechanism

政策失真是指在政策实施过程中出现的偏离政策目标,政策结果与政策内容不相符合的情况。通过对相关研究的梳理,可知我国的家庭医生政策自出台到现在,政策实施没有达到理想的政策目标,出现了政策失真。以政策再界定机制、话语不平等机制、认知/目标差异机制、规则对抗机制、反馈与监督机制的运作可以解释家庭医生政策实施中发生失真的原因。

Policy distortion refers to the deviation from the policy objectives,that is,the policy result doesn’t conform to the policy content.Through the sorting of relevant research,we can see that since the introduction of the family doctor policy in China,the implementation of the policy has not reached the ideal policy goal,and the policy distortion has occurred.Through the operation of the following mechanisms,such as policy redefinition mechanism,discourse inequality mechanism,cognition/goal difference mechanism,rule antagonism mechanism,and feedback&supervision mechanism,it is possible to explain the reasons why the distortion occurs in the implementation of family doctor policy.
